Add a category to the parsers table and update !help to do categories first

!help is getting out of control. We should add a category field to the parsers table (maybe leave it as text and we can clean it up on the backend, default to blank/uncategorized).
Then update the !help parser to display categories and then people can say !help reacts to list the react parsers etc.

Or an alternative to an increasingly long slack message is a portal/bortal page that lists them with nice formatting and categorization.
