Create and edit dxvk.conf files for shortcuts

This was something I'd been looking to do for a while, and only just now reminded myself of this.

It's helpful e.g. for forcefully disabling Vsync in games that otherwise does not provide options to adjust it, or force allow anisotrophy in more titles, but afaik no other app provides this.

It isn't something that should be difficult; by giving it its own dialog class as a popup within Prefix Settings and utilizing the same method to generate and write new .windows-label files from Nero Drives Manager.

Should only apply to shortcuts, though it could be applied globally... hrm.
