fix(install): Expand env_set items

Description

A bug occurs when setting Environment Variables if $persist_dir or another script is used within it; therefore, it's necessary to expand the string before setting the Environment Variables.

Motivation and Context

• Closes [Bug] Environment variables in env_set are not correctly replaced after version 0.5.0 #6043
• Closes [Bug]: Environment Variables CARGO_HOME and RUSTUP_HOME Not Set Correctly in rustup.json Extras#13600

• Relates to refactor(install): Replace 'run_(un)installer()' with 'Invoke-Installer()' #5968
