[Use case] Automatic submission as part of a unified lawmaking process

As a public service agency, we want to design and build a process that unifies a digital readiness check with an interoperability assessment for new legislation. As part of drafting the legislation and answering questions about its digital readiness and interoperability capabilities, a report should be automatically created and sent to the interoperable Europe portal.
