Describe the bug

webcomponents-react-compat@2.3.0 has peer dependency webcomponents-react@"~2.2.0". This means we cannot upgrade to webcomponents-react@2.3.x to fix known issues. If we force doing so, we cannot pass the piper build. The bom generator will raise "cannot resolve dependency" error:

  1. Write a project depending on webcomponents-react-compat and webcomponents-react@2.3.1
  2. Build with Piper
  3. The build script raises "cannot resolve dependency" error
