contiguity check is acting werid--see screenshot below #482

Describe the bug
Detects a contiguous block to be non-contiguous and gives the error.

To Reproduce
Steps to reproduce the behavior:

Go to the entry page
create a community in michigan
go to the blocks shown in the screenshot
select blocks i have selected and try clicking the grey block, u'll see the notification pop up

Expected behavior
The pop up should not come up
