The issue

When viewing stereoscopic top-bottom 360 video with the AVProVideo/Skybox/Sphere shader the left and right eye are inverted.

I can replicate this in my project, but also in the demo Demo_360Stereo scene. By removing the Sphere-ApplyToMesh and adding the Apply To Material component which links to the Demo-Skybox material. Then setting the Demo-Skybox material to the skybox in Lighting and updating the Main Camera to render the skybox.

Everything works correctly when using a mesh with Top Bottom stereo packing, but when using the Skybox shader, the left and right video frames are inverted, although the tint indicator is correct. Please see a screenshot below showing the stereo displacement being swapped. The blur circled area shows the tree behind the person which should be visible from the Left but not from the Right.

Media information

I am using Stereo 360 video, 4096 x 4096 mp4 with standard Top Bottom packing, Left on the top and Right on the bottom. I can share the specific video if needed, but it is the same outcome with any Top Bottom video.

I just updated to 3.2.3 and did a restart of Unity, rebuild the Demo scene as described above and the issue is still there
