MFAssignR: Wrapper for isotope filtering function

The IsoFiltR function should be made available as a Galaxy tool. The tool takes a peak list with mz, intensity and rt as inputs and some parameters and outputs two datasets, one containing the monoisotopic peaks and one the suspected isotopic peaks.
