I request we add stabilization of the batched DMC algorithm before it becomes default. See also #3082 and #3608.

Noting that current analysis of the DMC instabilities indicate that they are feature of the current algorithm and specific wavefunctions and therefore not a bug => not a blocker for use of the batched drivers, but does need a solution.
