Support for 3.13t interpreter "version" in preparation for PyO3 v0.23

We are trying to prepare ourselves to the upcoming freethreaded ready version of PyO3.

Here are the collected intel so far:

• We can't specify -i python3.13t due to

  maturin/src/python_interpreter/mod.rs

• If we don't specify anything, it fallback on Python 3.13 with gil with Linux. Seems to work on autodetect with Windows and MacOS
