Originally brought up in #281

We are going to add a subset of Columbus, OH (starting with just the downtown area). I just need to add the Columbus-specific parameters to the cityparams.conf file (name of city, lat-lng bounds, etc).

This is also the first time that we are starting with only a subset of a city, so I need to look around the website and make sure nothing seems broken given we are only using a subset of the database. Might require some very minor changes.

ooo I'll also briefly look for a skyline. will likely just end up using the default skyline for now though.
