The following properties should be checked:

the template can be initialized
the template can be built
plutip tests can run in the new template
that dependencies in ./package.json and templates/ctl-scaffold/package.json are the same
that templates/ctl-scaffold/packages.dhall contains everything that is in ./packages.dhall
that the revision in flake.nix is the same as in packages.dhall
