指令权限inserted应该改为update #3240

Bug report（问题描述）

指令权限使用inserted的时候只在页面渲染后调用了一次，v-permission 不会再重复判断，如果按钮上面也写了v-if，后续把值改为真，按钮会显示出来

将inserted 改为update可解决问题，v-permission都会验证权限
