We should impute itemized deduction amounts to non-itemizers so that we can simulate reforms that increase the number of itemizers.

I have moved this issue PSLmodels/taxdata#32. @GoFroggyRun recently took on this project and I have asked him to provide an update on his work there.

@GoFroggyRun, could you think about whether there will need to be any modifications to the taxcalc package in order to accomodate the new data file you are preparing? If so, could you open a new issue in the tax-calculator repository explaining the neccesary modifications?
