GenerateFeaturesTest consistent failures on Windows due to file deletion issues #781

All the Windows builds are failing consistently and mostly due to GenerateFeaturesTest problems with deleting files. The DevTest also fails occasionally on Windows due to file deletion problems. Out of 15 jobs, only 6 passed. Of the 9 that failed, 7 were on Windows and 4 of those 7 failed only due to GenerateFeaturesTest.

Here's an example of the failures on a recent build of mine.

The GenerateFeaturesTest will need to be reenabled for Windows builds once this issue is resolved.
