Lots of sites have entirely different storage for each cluster. Meaning they have completely separate HOME directories for each cluster. These sites usually deploy one OOD per cluster. Meaning they have multiple installations to manage.

Let's help them out and figure a way to support multiple clusters with multiple HOME directories.

I did complete #1328, but it's still kinda half backed idea because there's more to this than just interactive apps, like file browsing and batch jobs.
