add links to python tutorials (static and interactive) on user case/ data access

Description

Now that we have more up-to-date, interactive and static tutorial documentation of using pydap as an access method for OPeNDAP hosted dataset, we should make that information findable. That content is appropriate for the "Access Data" under the User Cases pages. So far, we only have testimonials, which are great! But it would be better to add some nice examples at the top of the page.

why? Data access page is the 5th most visited page of our website.
