Enable outline rendering of segmentations for View2D. View3D still uses the old volume rendering.

Update
vtk.jspeer dependency to11.14.0to pull in this change: Kitware/vtk-js#1264outline rendering is on by default for View2D, but can be turned off by passing in a custom
labelmapRenderingOptionsprop. This object now has the propertyrenderOutlinewhich true by default. You can also set the thickness of the rendered outline using theoutlineThicknessproperty oflabelmapRenderingOptions. This defaults to 3 if unset.
