HIVE_SKIP_POW not used

In the hive runner class, it is noted that HIVE_SKIP_POW is an expected env var, but then does not use it in any way. Is there any support in nethermind for running with doing the proof-of-work verification? This is useful in hive for testing and all other clients support it.
