完善 Typescript Taro 开发。

这个 API 长什么样？

于官方文档上看到完整详细的 Typescript 支持说明，详细介绍旧项目如何添加 Typescript，新项目如何构建 Typescript Taro，并且详细介绍 ts.config.js 文件默认配置。

如果有需要，请官方提供必要的基础类型。
