When closing land-use-action power select without selecting any option, blank action appears

Steps to reproduce:

1. click on the power select in land use action component.
2. click on the power select again, but not on any of the options. (click directly on the top of the power select)
3. A blank action input box will appear. It won't be associated with any pasForm field.
