Existing behavior suggests a shuffle manager that isn't feasible and a newer plugin jar that won't work since Spark RAPIDS jars are tied to the EMR version.

We should make sure the auto tuner recommends the shuffle manager version that is valid and also to negate the Spark RAPIDS jar recommendation.
