As a CCCL user and contributor, I would like to see a high-quality README that gives me a high level overview of CCCL and how to get started.

Describe the solution you'd like

Update the main readme.md with:

  • CCCL overview
  • Small example
  • Getting Started
  • Link to CTK compatibility policy
  • Link to cmake example project
