Cannot set MyMeasures Directory with PAT or load Measures in PAT

Unfortunately, I cannot set my MyMeasures directory with PAT and also I cannot Add Measures to to a project in PAT

When attempting to set MyMeasures directory I get this error in the console.

Furthermore the add measures library is empty despite the fact it shouldnt be, there are measures within the project directory but PAT cant see them.

Specs:

Windows

PAT 3.8.0

Also please note I am having no issues with PAT 3.7.0

I cannot load measures with PAT 3.8.0.
Here is the error in the console when I open the Measure Library.

I found the culprit: openstudio CLI classic (used for its MeasureManager in PAT) cannot start because it lacks Webrick.
Same issue for openstudio-server actually. NREL/OpenStudio-server#793

Need for recompiling OpenStudio.

Has this issue been fixed? Is there a patch or updated exe to run? I just downloaded PAT and OS v380 in order to run OS-HPXML v181 and am having the same issue of no response when selecting SetMyMeasuresDirectory
