As an outcome of ASHRAE Std 140 comparisons with other software, it has been suggested that the Martin-Berdahl (1984) sky temperature algorithm may be a better model than the current one in EnergyPlus, Clark-Allen (1978). However there are some concerns about the opaque sky cover data in the weather files. Suggest adding algorithm options to WeatherProperty:SkyTemperature. Could be additional choices in the Calculation Type field.

Additional information about the sky temperature algorithms may be found in BS2017 paper "Sky Temperature Estimation and Measurement for Longwave Radiation Calculation."
