Describe the bug
I am running a model of a utility in the desert southwest. The production costs of the thermal facilities - both CCs and CTs - are consistently lower than a benchmarking run I am conducting in parallel using a commercial PCM software. I am using a PWL linear cost curve.

To Reproduce
Here is my project envt

Expected behavior
I would expect Sienna and the other PCM to be closer together in production costs, given i am using the same fuel price, a very similar heat rate curve, and the same VOM. However, Sienna is consistently lower, across the board.

Screenshots
I can confirm that the VOM is assigned in PowerSystems.

However, after conducting some analysis on the output results, the all-in production costs ($/MWh) appear to be very similar to what I was seeing in Sienna before the latest updates to PowerSystems.jl / PowerSimulations.jl that occurred around the end of the year were pushed
