Remove simulated GOES-12 brightness temperature from gfs product. Add the bug fix of initializing DBZI from Ruiyu.

I'm not sure what's going on, but for some reason, the merges of the emc updates don't appear to be comparing correctly with the feature/gfsv16b branch. So, I'm creating this PR to merge feature/gfsv16b directly into feature/gfsv16b-cloud to see if that fixes it.
