Use MOM_input templates from ufs-weather-model

The global-workflow carries around its set of MOM_input_template_$OCNRES
It has been a long desired feature to use the templates from the components themselves. In this case, the ufs-weather-model

This issue will document the work required to:

1. use the MOM_input templates from ufs-weather-model
2. substitute the template variables with the values configured from the global-workflow

Requirements

• Updates to the templates in the ufs-weather-model. See ufs-weather-model issue 1613

Acceptance Criteria (Definition of Done)

• global-workflow uses templates from ufs-weather-model directly in its runs

Dependencies

• Depends on ufs-weather-model issue 1613

• ufs-weather-model work will be assigned by @JessicaMeixner-NOAA

• global-workflow work will be performed by @aerorahul
