Many of the components in gfs-utils are either no longer needed (like nemsio utilities). Others would more appropriately be located in other repos.

Remove:
~~enkf_chgres_recenter.fd~~
~~fv3nc2nemsio.fd~~
~~regrid_nemsio.fd~~
supvit.fd
tave.fd
tocsbufr.fd
vint.fd

To GSI utils:
enkf_chgres_recenter_nc.fd

To UFS utils:
gaussian_sfcanl.fd

syndat_getjtbul.fd
syndat_qctropcy.fd
