Description
This upgrades the GSI to use spack-stack 1.8.0 libraries. This upgrades a few libraries/packages:
python 3.11.6 -> 3.11.7
cmake 3.23.1 -> 3.27.9
hdf5 1.14.0 -> 1.14.3
bufr 11.7.0 -> 12.1.0

How Has This Been Tested?
Regression tests on Hera passed. Timing results against BUFR 11.7.0 were within acceptable limits. Official tests will be performed once there are official installations of spack-stack 1.8.0 on all platforms. Additionally, this will be tested in the global-workflow.
