NCO made Bugzilla 1547 for components that were given waivers for restart capabilities in v1.0. This includes restart mesoscale_nam_grid2obs_stats and mesoscale_rap_grid2obs_stats. And jobs that run longer than 15 minutes must have restarted, and is required for EVS v2.0.
