debug RT fails #16

The debug RT fails because of a missing fix in icepack_therm_itd.F90. The required change had been made EMC-CICE5 but is not yet present in CICE6.

Implementing the fix we had for CICE5 resolves the issue and the 6h debug test completes. I have opened an issue at the Consortium #502
