test.nearbuilders.org does not show the correct base

The current test.nearbuilders.org seems to be referencing the old navbar. The correct root should be :

https://test.nearbuilders.org/builddao.testnet/widget/Index

"builddao.testnet/widget/Index"

This is a change in the gateway code to use the correct "default" in data/widgets

If we pull in the latest version of bos-workspace, any instance of ${config_account}/widget/Index can be replaced with the "index" field in bos.config.json. See an example of this here
