Allow users to propose changes to positions or create new postions

Principal positions are subject to bogus data because super users don't understand the principal position system. Make entering principal position data user friendly and foolproof.

Probably better to allow advisors (users) to manage the position.

Suggestion:
Improved way of working, is to kind of propose a change to a position. This same mechamism could be applied for location, task, organisation, postion, authorization group (maybe also report).
