FV3 dycore documentation update #8

This PR merges the FV3 dycore documentation update from @valbonakunkel-noaa (branch dev/emc) into ufs_public_release and fixes any merge conflicts. The original PR was NOAA-EMC#10 (which was made for target dev/emc and not ufs_public_release).

This PR only creates about ten files (documentation only) in a subdirectory doc, no code/build changes. It can be merged anytime.
