Discussed in sprint planning today - @JoelCourtney is going to tackle this part as well as adding a new upload endpoint(?) to Gateway for uploading a procedural goal definition JAR (formerly a part of #1296)

This issue has been de-scoped from the procedural scheduling MVP, and is superseded by this one: NASA-AMMOS/aerie-ui#1436
