Reduce or silence emails sent to the importing User during imports.

This is UX issue when a User imports many/all iNat obss.

A problematic email is the one generated for the initial Comment, whose owner is webmaster.

This might require

Generate an API key for the User if none exists
create the initial Comment with the User as its owner
immediately change the owner directly in the db (in order to avoid callbacks) to webmaster

This might also let us use the API for other aspects of the import.
