Document reasons why acrylic might not be working

microsoft/terminal#9674

There's a lot of reasons why acrylic might not be working. But if it's not working in Calculator, then it probably won't be working in the Terminal. People should check calculator before filing a bug on the Terminal.

We have a better writeup somewhere in the Terminal repo, just a matter of turning that post into a actual doc on the Troubleshooting page.
