[Bug]: Networks - When I'm using an unresponsive network and I try to Reset the Wallet I stay in the page though the new SRP is loaded

Describe the bug

Whenever I have an unresponsive network selected:

• if I try to restore the wallet, I stay in the restore page, even though the accounts have been loaded
• if I change to a responsive network, I see how rpc requests to the unresponsive network are continue to be made

Relates to:

• [Bug]: RPC request sent using the previous Infura Key after re-build #20524
• [Bug]: MM is sending RPC requests to another custom network, aside from the one that's currently selected #17040

Steps to reproduce

1. Select an unresponsive network
2. Click Lock wallet
3. Click Forgot password
4. Add an SRP and password
5. Click Restore
6. See how you stay in the Restore page but the Accounts are loaded
7. Change to a responsive network
8. See how in thebackground, requests to the old network are still made
