Proposal: Allow dependencies of libraries

Reading through the documentation of repos, I noticed that libraries are not allowed to have dependencies. I could be reading this wrong, but it would be a good idea to allow that as sometimes libraries need supporting libraries.

@Endercass was this in progress? Now that express works and depends on Anura:http it makes sense to implement
