If anyone is interested enough it should be fairly possible to build the kernel module iprmndrv.sys using MinGW. I believe I have tracked down the missing pieces, and by cutting these out (of course breaking everything) the module builds. This can be seen in my branch at https://github.com/tormodvolden/IRPMon/tree/mingw_km . I am not making any pull release because it is pointless at the stage it is. But the branch lists the missing parts commit by commit, and some of them have some kind of workaround or fix.
I am just putting this out here in case anyone is interested in collaborating on this.
