Tech: Consider adding packaging process to GH test actions

Description

Add electron build and package commands to the regular GH test pipeline to verify, that at bare minimum the application standalone is able to be build and packaged.
We also could consider adding explicit tests that act upon the electron environment directly to equalize testing coverage between npm web build and electron standalone.
