Not sure how this happens, but EN_BACKLIGHT being asserted when VCC_SCREEN is off still results in a low-level backlight. It might just be backflow from the /SHDN pin from EN_BACKLIGHT partially powering things.
Adding a 1K or 10K resistor in-line between EN_BACKLIGHT and /SHDN should limit the current flow, and thus prevent this?
