Second passphrase registration doesn't inform about insufficient balance

Expected behaviour

Second passphrase registration should not allow to proceed to an account with an insufficient balance

Actual behaviour

Second passphrase registration doesn't inform about insufficient balance. Instead, it allows going through the whole process and get's stuck on the "processing your transactions" screen.

Steps to reproduce

Try to register second passphrase with empty account.
