Update verifyPartnerChainOutboxRoot based on LIP0053 update

Description

• Update verifyPartnerChainOutboxRoot - Specification: LIP0053:verifyPartnerChainOutboxRoot
  • Add condition to check when certificate is non-empty and then outboxRootWitness should be non-empty as well
  • Add condition to check when outboxRootWitness is non-empty when checking Verification for empty certificates

Acceptance Criteria

• Should pass all the unit tests
