remove calculation of vector derivatives in QuasiStaticBackwardsEulerUPw scheme

quasi static schemes should not calculate velocities and accelerations. These are still calculated in BackwardEulerQuasistaticUPwScheme

Also this is inconsistent behaviour with the Newmark scheme

note that velocities are also used in the UPwSmallStrain element, when these are not updated, one of the quasi-static settlement tests fails
