The user can manually remove an entry from the routelist. An entry in the NeedsList may still exist. Reordering the NeedsList or NextVisitList then causes the app to freeze.

It should deal with this case by submitting an entry to the RouteList as and when the user reorders a NextVisitList entry that doesn't have a corresponding RouteList entry
