windows needs file associations as part of build process info here: https://stackoverflow.com/questions/53535101/how-to-associate-a-file-extension-to-an-electron-app-multiplatform
if we are opening the same directory again, just focus the existing window, this is how it works on vscode
ask permissions _before_ adding default extensions as double click handlers #3007
