make some tests skip after verifying correct behavior in the SDK

Also proposing to change some TestResourceDatacenterBlueprint() - resource.TestCheckResourceAttr("apstra_datacenter_blueprint.test", "build_errors_count", "58"), changes to support new 5.x ... but this may impact old tests so i dont know if this is the right way to handle this or not.. so you may want to kick this back if not.
