This PR provides specialized linear solvers and eigensystem solvers for Bidiagonal matrices

Additionally:

  • Bidiagonal methods are cleaned up
  • overtyping of existing Bidiagonal methods is reduced.
  • Miscellaneous improvements to Bidiagonal tests, including tests of Float16 and BigFloat eltypes
  • Adds BigFloat(x::Float16)

Addresses #3688

- New tests of Float16 and BigFloat
- Miscellaneous improvements to Bidiagonal tests
- Clean up bidiagonal methods, particularly to reduct overtyping
- Adds BigFloat(x::Float16)

It's amazing that you are systematically implementing all the useful methods for all these matrix types. At some point, this deserves a blog post!
